Tax Impact

What will the referendum cost?

If approved by voters on November 8th and beginning with the December 2017 tax bill residents would see a $1.06 increase in year one, an additional increases in years 2-4 of $.72, $.71 and $.69.  These increases will be off-set by the District’s declining high school debt service or mortgage.

What is the District's current mil rate?

Over the past few years the District has held its mil rate at $12.24, the same value expected for the 2016-17 school year.  The following table illustrates the mil rate over the next four years and is based on a home valued at $100,000.00.  The fluctuation is do to the declining high school debt service or mortgage.  Essentially, the operating referendum replaces the declining debt service to ease the tax burden. The "referendum costs per $1,000" decreases because Clinton is a highley state aided and will receive more state aid.  Also illustrated is the "annual existing debt service costs" also declining as the debt service or mortgage is paid off.

School Year Referendum Costs per $1,000 Annual Referendum Costs Annual Existing Debt Service Costs Projected Mil Rate*
2016-17 $0.00 $0.00 $464.00 $12.24
2017-18 $1.06 $106.00 $198.00 $10.64
2018-19 +$.72 $72.00 $199.00 $11.44
2019-20 +$.71 $71.00 $197.00 $11.31
2020-21 +$.69 $69.00 $0.00 $10.60

*Updated 10/24/2016 following BOE certification of the 2016-17 levy which included additional dollars to pre-pay the high school mortgage.  The additional dollars were applied to the 2019-20 fiscal year decreasing the mil rate from $12.08 to $11.31. The high school mortgage will be completely paid off in 2020.

The following picture further illustrates the declining debt services and additional referendum dollars yielding a reducing levy and mil rate.
